Most teams can tell you what they're going to do. Very few can tell you why those things and not something else.
Good strategy answers the questions most teams skip. Who exactly are we trying to reach? What has to be true before they act? Which message, which channel, at which moment?
Without those answers, a plan is just activity. Strategy is the thinking that makes the activity matter.
